On June 30, 2015 Pennsylvania Governor Tom Wolf signed a law enacting clearer standards on background checks for employees and volunteers who have direct contact with children. The law defines which adult workers, including volunteers must obtain clearance. If a person has supervision, guidance, control, supervision or routine interaction with children, they must have periodic background checks.
The standards are the minimum threshold. Organizations may choose to adopt more stringent requirements. The clarification also permits less frequent re-certifications – five years instead of every three years.
The bill’s author, Representative Kathy Watson said, “Our overall intent with the specific background clearance part of the child protection package was to help ensure that those who work or volunteer around our children do not have a history of abusing children.”
